no, its not a chaos marine. the mark on his forehead isnt a chaos symbol. the style looks pre-heresy and has to many imperial markings on the armor

to the people who thinks hes a Spacemarine and "serves the emperor" have you seen the marks and the object's that Indicates hes a Chaos spacemarine 'maybe ' ? 1. Spacemarine do not have a Mark of Chaos on they faces , 2. Chaos spacemarines do usual have spikes on the armor(shoulder or chest , etc) or weaponry, 3. After what i can see, on hes armor paint it looks like he's a Khorn marine maybe ,Warhammer 40k was created before Starcraft and WoW + hes a Chaos space marine from wh40k :)
